Parliament in 2025 witnessed a challenging endeavor from two controversial bills which ultimately succeeded.
The Uganda people’s Defence Forces Amendment Bill 2025 and the Political Parties and Organization Bill 2025 both passed but left scars that are yet to heal.
The controversy which surrounded the UPDF new legislation rose from the concerns that civilians could not be tried in the Court Martial. This followed a similar rule by the supreme court on 31st December 2024.
The framers believed that civilians can engage in actions which could impact on National Security among other crimes hence placing the justification under what was described as exceptional circumstances.
Despite numerous calls to empower the Courts of Judicature, the majority took the day.
