In this game, San Francisco has become the second city to install the system known as the ctOS system (central Operating System). . The system wrongly identifies Marcus Holloway who is a young and talented hacker from Oakland, as a criminal.

After realizing that he has been incorrectly tagged as a criminal, Holloway uncovers the bigger truth about this new security system and the danger it represents to average citizens. Because of this, Holloway teams up with the hacker group Dedsec as they all work to take down San Francisco’s version of this system, referred to as ctOS 2.0.
