This circuit combines multiple subcircuits from previous videos to generate a high-to-low and low-to-high boot timer signal (which could be used to control reset pins or transistors) and generates a fast (MHz range) clock signal that is active during bootup to enable the operation of clocked chips during the initialization period, which auto switches to any sort of oscillator or microcontroller pin that the circuit will use during run time. This circuit may seem a bit odd, but it will become completely clear as I use it in future videos to set up sequential logic chips and do other things, without any microcontroller at all.
