US President Donald Trump says governors can begin to lift coronavirus restrictions in their states by May 1 or earlier, a reversal of an earlier claim that he had total authority to decide on the matter.
He unveiled a three-phase plan to help the economy, which Democratic House Speaker Nancy Pelosi called "vague and inconsistent".
She said more coronavirus testing needs to be done before virus rules are rolled back.
