[G:KD] GKD #36 HL: Powering through the new power rule

First tourney adapting part of the JP ruleset, where Mothra needs to play on power level 2. This is mostly a nerf to her dive damage, making gambles much stronger against her, without changing the actual gameplay interactions.

Took a couple days to finish editing since my condition took an odd turn where my sensory nerves reconnected just enough to yell at me about being obstructed and compressed by the worsening trigger finger. Fun.
