Primal Groudon and Primal Kyogre made its debut in Hoenn Tour.

Unlike Latios and Latias, Groudon and Kyogre received stat nerf (9%) in order to balance the game. However, The stat nerf is slightly lifted for their Primal form (3%), such that the stat boost from Primal reversion is higher than that of Mega Evolution.

Primal reversion are not all they have been offered this time, Groudon/Kyogre caught during Hoenn Tour also comes with an exclusive move - Precipice Blades/Origin Pulse. Both of these move are extremely fast while hard-hitting 1-bar move. Which boost their performance even as base form.

Specifically, they are now the hardest hitting non-Mega/non-Shadow Water/Ground type in raid now, while their Primal Reversion form has a DPS that is even comparable to Mega Gengar. Which means they can be a decent raid counter even without type effectiveness.

Compared to Mega Gengar, Primal Kyogre/Primal Groudon has slightly lower DPS while having nearly 2x more TDO. While it means their optimal performance would be lower than Mega Gengar, but Rainy/Sunny weather is much easier to be spotted while they can adapt to situations even without relying on resistance.

It is not surprising either that they are unlikely to be surpassed in future in their own type, which means Primal Groudon/Primal Kyogre are likely to be the best Ground/Water types for the rest of the game.

Given how strong they are in practice due to their high TDO, it shouldn't be hard to imagine that they would also be a tough boss in this game, especially when Primal Tier is equivalent to Mega Legendary Tier.

Primal Groudon as a raid boss has 223 defense alongside with 290 attack. Since it gained Fire type via Primal Reversion, it is now doubly weak to Water-type and single weak to Ground type. Given its high defense and a double weakness. It is best to just use Water-type attack against Primal Groudon, even though its Solarbeam hit hard to most Water-type Pokemon.

In terms of non-wb Duo Raid, the primal and water-type megas, namely Primal Kyogre, Mega Swampert, Mega Blastoise and Mega Gyarados are the only Pokemon that can reach enough DPS for Duo Raid without relying on weather boost. Even with a double weakness, its high defense coupled with 22500 HP is still enough to shut down the possibility to be Duo Raided without relying on weather boost or mega/primal boost.

This time we are using Mega Swampert against Primal Groudon. As stated before, Mega Swampert has high TDO which allow it to fight against bosses even without relying on resistance. Unfortunately, Primal Groudon hits even heavier than most raid boss such that it would still prefer a less heavy hitting charged move - Fire Blast.

Overall it is a pretty straightforward raid, and the only problem being the game refused to work. idk if it happened to all short-time event or it's just Hoenn Tour but there is a lot networking issues during the attempts including Raid IID could not be found, white screen on relobbying, failed to start raid/cannot fetch raid details/etc. Dragon Tail/Earthquake moveset would have been realistically possible with Mega Swampert if only the game worked.
