한독 수교 140주년 숄츠 총리 13년만의 방한, 한독의 현재와 미래
140 years.
That is over how long South Korea and Germany have developed their close partnership, ever since the two countries established diplomatic ties back in 1883.
Seoul and Berlin have truly a unique bond: they share the experience of being divided nations, both aim for common values such as democracy and rule-based international order AND enjoy cooperation as major trade partners.
Marking the 140th anniversary of bilateral ties, Within the Frame invited very special guests to talk about the past, present, and future.
Michael Reiffenstuel, German ambassador to South Korea.
Ambassador, welcome to the show.
We also have Doctor Martin Henkelmann, President and CEO of the Korean-German Chamber of Commerce and Industry.
Good to see you, Doctor Henkelmann.
(REIFFENSTUEL) Q1. Ever since the trade, friendship, and shipping treaty signed between the then Joseon Kingdom and the German Empire in 1883, 140 years of ties between the two countries have developed into a close partnership. How has interaction and cooperation in terms of politics, diplomacy, and culture developed between then and now?
(HENKELMANN) Q2. I would like to specifically ask about the economy. The economic bond between South Korea and Germany is strong: Berlin is Seoul's largest trading partner in the EU, and Seoul is Berlin's third-largest in Asia. Could you give us more details of how economic ties have been forged and the significance of the economic bond?
(REIFFENSTUEL) Q3. This weekend, German Chancellor Olaf Scholz and President Yoon are scheduled to have a summit. Scholz will be the first German leader to visit Seoul in 13 years. What significance does this summit have and what key topics do you believe will be discussed?
(HENKELMANN) Q4. Among the many key items on the agenda, of course, cooperation on the supply chain, and talks on strengthening economic security will likely be included. Given that the EU is also facing trade tensions due to Washington's protectionist policies, including the Inflation Reduction Act, how can South Korea and Germany, as an EU member, cooperate against measures stemming from the China-US rivalry?
(REIFFENSTUEL) Q5. Delving deeper into the diplomatic front, German Chancellor Olaf Scholz declared a "Zeitenwende" --or a watershed moment -- for Germany early last year in light of Russia's invasion of Ukraine. His speech revealed a shift by Germany from its previously cautious defense policy.
How has it been developed and in terms of military cooperation, how would the two countries be able to cooperate?
(REIFFENSTUEL) Q6. Tapping onto tensions on the peninsula as well. Germany too has a history of being divided into East and West before unification. And with the Korean peninsula still split into two, how do you see the tension on the peninsula and what could South Korea refer to from Germany's history?
(HENKELMANN) Q7. Since South Korea and the EU's FTA came into force in 2011, the economic bond between Seoul and Berlin has gained momentum. What areas of business have the two countries cooperated on so far and how is South Korea as a location for business and investment for German companies?
(HENKELMANN) Q8. In order to further boost economic ties between the two countries, what areas need to be addressed?
(REIFFENSTUEL) Q9. At the ceremony to kick off the 140th anniversary of bilateral ties, I heard you mention the huge potential you see for German-Korean collaboration in green industries and renewable energies. Could you give us an outline of how both countries can push each other in expanding renewable energies?
(REIFFENSTUEL/EXTRA) Q10. Is the embassy planning any special celebrations to mark 140 years of ties?
(BOTH) Q11. In order to ensure another 140 years of friendship between South Korea and Germany, what stepping stones need to be laid down? What are ways to boost bilateral ties?
Unfortunately, that's all the time we have for today's edition.
Thank you Ambassador Michael Reiffenstuel and Doctor Martin Henkelmann for your time and insights.
We appreciate it.
