Dario Guarascio (Sapienza University, Rome) and Francesco Zezza (Levy Economics Institute) with a presentation on EU dependencies, vulnerabilities and resilience regarding energy safety.

Dario Guarascio is Associate Professor at the Department of Economics and Law at Sapienza University Rome. He holds a PhD in Economics. His working areas are Economic policy, Economics of innovation, Development and labor economics, Growth theory, Evolutionary economics, Econometrics, European studies.

Francesco Zezza is a postdoctoral researcher in the Department of Economics and Law of Sapienza University of Rome. He holds a Ph.D.in Economics from the University of Siena, and an MA in political economy from Kingston University of London. His research interests include theoretical and applied Stock-Flow Consistent Macroeconomic modelling, Economic Policy, Monetary Economics, and Regional Economics.

This presentation was part of an expert workshop on the so called Twin Transformation, organized by OEFSE and the Austria chamber of labour and held in Vienna in June 2024.

About the workshop:

The renaissance of Industrial Policy (IP) is surprising, given its marginalisation during the economic policy discourse of the last 30 years. Welcoming this shift, it's crucial to examine the reasons, methods, and beneficiaries of IP from a progressive and labour-oriented standpoint. This workshop, organized by the Austrian Foundation for Development Research (ÖFSE) and the Chamber of Labour of Vienna, aims to address these questions.

Key topics include:

Motivations for IP, such as the climate crisis and digital transformation.
Objectives and beneficiaries of IP.
Decision-making processes and implementation challanges.
Critical unresolved issues in EU IP, including labour market impacts, the lack of legitimacy, governance deficits, the need for enhanced state capacities, and the macro-financial framework.

The workshop's goal is to stimulate debate among progressive scholars, trade unions, and civil society. Outcomes will feed into future publications and activities, aiming to provide inputs for the design of a comprehensive EU IP framework for the next five years, supporting trade unions and progressive civil society during the 2024-2029 legislative period.
