Joshua Morgan was a surveyor and the first European to cross the Urewera ranges, and was an eyewitness to the Tarawera eruption of 1886. He married Annie Frances Dent in Whangarei, in 1888. Following the birth of his daughter, Edith Leila in 1891, he retired from surveying and settled on his farm at Inglewood, in Taranaki.

With the opening up of Whangamomona for settlement, a road was needed to link Stratford and Taumarunui, and Joshua Morgan was recommended for the job. On the Stratford side of the survey line, the surveyors started at the Pohokura Saddle and worked north, expecting to connect with another survey party working south from Taumaranui. When Morgan and his party reached the Tangarakau River, they were held up by the difficulty of finding a line over the Pakaru Range. On Friday, February 24, 1893, Morgan was crippled with violent stomach cramps which he thought might have been caused by the green apples he had eaten. Laing and Telfer from the survey party walked out to New Plymouth via Urenui and were back four days later with medicine for Joshua Morgan, only to find that they were too late and that Morgan had died. The rough terrain made it impossible for Morgan's body to be carried out of the bush, and so his men made a rough coffin for him with slabs of timber cut from the bush and buried Josh Morgan where he had died, at the junction of the Paparata Stream and the Tangarakau River. They built a fence around the grave and marked it with a cross.
