POE - Corrupting Maps Into Vaal Temples Is Rare. Where Do Vaal Temples Come From? Path of Exile 3.20

Historically in POE most Vaal Temples came from players corrupting high tier maps with Vaal Orbs.

This is no longer the case, and most Vaal Temples in circulation appear to be direct drops from mechanics that drop items with a map reward icon. Blight, Delirium, Heist, and others.

The evidence for this is that players who vaal entire quad tabs of maps (most of whom do not want to get Vaal Temples) are reporting that they are only getting 1.5-2.75% conversion rates, and there's overwhelmingly more Vaal Temples on the market that are exactly item level 83 than might be expected if they mostly came from applying Vaal Orbs to tier 16 maps (which are generally item level 83 about 40% of the time)

I'm curious when this changed. Was it a 3.17 change that wasn't really noticed at the time? Was it more recent?
