The 17th Economic Summit Meeting in London. The G7 comes together but the Soviet Union's leader Michael Gorbachev, whom Peter Jennings refers to as a "master politician," who is coming to ask the G7 of help in ironing out the troubled Soviet economy. Bush attempts to discuss a common strategy on addressing the Soviet Union's requests with the other European nations.

A prominent issue at the economic summit is that Western European government spend large sums on subsidies for their agricultural sector which makes trading with poorer countries difficult.

The Soviet Union is sliding into economic and political chaos. Gorbachev's proposals for economic reform are not favored by the Western Europeans and it did not go far enough in embracing private property and private enterprise.

The START talks a Soviet-American arms control treaty is close but the last stumbling block to the treaty is a new type of Soviet missiles which slightly exceeds the payload total agreed to on the draft of the treaty. Gorbachev would have to scrap or make major medications to the missile of they agree, which would be expensive. Senator Jesse Helms calls the Soviets "Cheats, liars, and scoundrels."
