'Crisis upon crisis,' Canadian details volcanic eruption on St. Vincent

Canadian-Vincentian lawyer Louise Mitchell says the conditions on the Caribbean islands of St. Vincent and the Grenadines after the volcanic eruption of La Soufrière that filled the sky with ash and displaced thousands of people have resulted in "crisis upon crisis."
