Pitstop for the Commodore 64 by Epyx.
I'd never played the original, but to say it's easier than the more famous sequel would be an understatement. Many similar games are frustrating in that you explode the moment you hit anything, this is more forgiving like modern racing games, but to the point of making it more like high-speed dodgems. The only noteable difference I could see in the higher difficulty level was that the oncoming cars come at you faster, and given the strange perspective and flickery animation avoiding them can be frustrating. It's still very easy though.
