This video shows what the noise sounds like when you're driving one of these cars that has bad tires. The tires on this car are "cupped" on the inside edge of the tread, and even though there is plenty of tread left on the tires, they do show several signs of dry rotting and cupping, which is why the car is so loud when being driven down the road.

A simple way to fix this problem would be to replace the tires, but you'd also have to get the problem fixed that caused the tires to become cupped in the first place. It's probably a suspension and steering component alignment issue that needs to be corrected. Because if you don't then the noise may go away for a little while with the new tires being installed, but it will surely return due to the root cause of the cupping not having been addressed.
