Civil society organizations remain skeptical of the government’s reassurances regarding the rising public debt, which has now reached Shs 116.2 trillion. The Civil Society Budget Advocacy Group (CSBAG) warned that the financial burden is increasingly falling on ordinary Ugandans. They noted that citizens, already burdened by taxes, are now seeing more of their payments diverted to interest repayments, often at the expense of essential public services.

This increase in borrowing comes even as the national budget continues to expand without a corresponding rise in domestic revenue. Recently, Parliament amended the initial Shs 72.3 trillion budget to Shs 80 trillion, approving an additional Shs 8.1 trillion through a supplementary budget spread across three schedules.
