On behalf of the presidency of the Benelux countries, Jean-Claude Juncker, Luxembourgish Prime Minister, and Lydie Polfer, Luxembourgish Minister for Foreign Affairs and Foreign Trade, invited seven Heads of State and Governments of the EU, namely Finland, Portugal, Ireland, Belgium, Austria, and the Netherlands to discuss the future of the European Union regarding the European Convention matters.

On top of the discussion was the future presidency of the EU, the Community method, and equal treatment between all Member States of the EU.
