The Lifetime Achievement Governor's Award for Excellence in Agriculture goes to Celia Gould!

Few Idahoans have had such a tremendous impact on agriculture as Celia Gould. Celia is a lifelong rancher. She was born and raised in Buhl and grew up on the family ranch still in operation today. Celia attended Boise State University. She was elected to the Idaho House of Representatives in 1986 and served for 16 years in the Statehouse, including serving as Chairman of the Judiciary and Rules Committee. Celia met her husband, Bruce Newcomb, in the Statehouse. Bruce is the former Speaker of the Idaho House of Representatives, and together, they raised their family and operated their respective ranches. At the end of 2006, Governor Butch Otter announced Celia as Director of the Idaho State Department of Agriculture in his new administration. Celia was the first woman, the longest serving, and the most widely traveled in service of Idaho agriculture as ISDA Director. She successfully led the agency through some of the most severe budget cuts in Idaho history, without cutting services to Idaho’s producers. She faced significant statewide and national challenges but never lost sight of her core mission – treat everyone fairly, operate with integrity, and ensure a prosperous marketplace for Idaho agriculture. Governor Brad Little said of Celia, “There are few people who understand every aspect of the Idaho agriculture industry like Celia Gould. It takes a special person to accomplish what she has as Director. I have greatly appreciated Celia’s wisdom, work ethic, integrity, and friendship throughout her service to the State of Idaho.”

The Governor's Awards for Excellence in Agriculture are presented annually at Idaho Ag Summit.
