In this video, we explain Article 163 of the Indian Constitution, which deals with the Council of Ministers to aid and advise the Governor.

👉 Article 163(1) – The Governor is to act on the aid and advice of the Council of Ministers with the Chief Minister at the head, except in cases where he is required to act at his discretion.
👉 Article 163(2) – If any question arises whether a matter is within the Governor’s discretion, the Governor’s decision is final.
👉 Article 163(3) – The advice of the Council of Ministers to the Governor cannot be questioned in court.
