How to Replace a Mercury Outboard Motor VST (Vapor Separator Tank) - Fix to Not Running

This week we work to replace a VST (Vapor Separator Tank) on a Mercury 40 Outboard motor on a fishing boat I recently acquired through a trade with my Dad. After conducting simple maintenance on this and it still refusing to start, I sought a higher level of experience at a local marina. They were fantastic in telling me exactly what was wrong. This gave me an opportunity to do my own research, buy my own parts and ultimately do the work myself saving a ton on labor. Here are the steps and rundown as to what I did.
