The City of Dubuque and the U.S. Army Corps of Engineers (USACE) Rock Island District held a signing ceremony on Friday, Dec. 16, for a Project Partnership Agreement for the protection of a 42-inch diameter sanitary sewer force main along and near the Mississippi Riverfront in Dubuque.

The project will include the placement of approximately 3,000 linear feet of riprap material on the riverbank to address and prevent erosion and protect a 42” diameter force sewer main that carries 65% of Dubuque’s daily average of raw sewage to the Water and Resource Recovery Center for treatment.

The sewer main was constructed in 1977 and, over the years, erosion of the banks of the Mississippi have reduced the ground cover (and protection) to the point where the pipe is exposed in several locations. Because the sewage flow in the sewer main is under pressure, a rupture of the main would result in the discharge of thousands of gallons of untreated wastewater directly into the Mississippi.

The USACE’s cost share on the $5.2 million project will be nearly $3.4 million and the City of Dubuque’s will be over $1.8 million. Construction of the project is expected to take place in 2024.
