Lawyer analyzes the ORC License: Is it better than the Creative Commons used by D&D?

During the OGL debacle, Paizo announced an effort to create a system-neutral open license (ORC License) for TTRPGs, which Pathfinder will be published under going forward.

I'm a gamer and lawyer and try to answer these questions:
-After being forced not to revoke the Open Gaming License, Wizards of the Coast put D&D's rules in the Creative Commons... DOES that actually foster open gaming for D&D?
-Shouldn't other TTRPG publishers do the same? Why develop a different license?
-What the hell do these words mean?
