Star Wars Revenge of the Sith - Palpatine declares himself Emperor

Palpatine used the Clone Wars to fan up nationalism (for want of a better word) and to convince the citizens of the Galaxy that they faced grave threats from the Separatist “terrorists”. After Order 66 he painted the Jedi as traitors who had tried to kill him and set themselves up as rulers. Ordinary people had long distrusted the Jedi, who wielded powers that no one else understood and often weren’t very diplomatic in using them.

When he declared himself Emperor it was practically just another name for what the Supreme Chancellor had become.
