Re Herbert Oliver (1883-1950), there is an interesting biography here: https://wp.me/p3Qr0F-cI - he was famous in the early years of the last century as a composer of sentimental songs, and in particular, the 'Songs of Old London' which includes the popular 'Down Vauxhall Way'. This most attractive piece is from a selection of six songs arranged as piano solos by Ernest Austin in 1916, and, to me, is very much in the style of Ethelbert Nevin, There is a moment of real beauty at around 1:25 where the sentimental melody is slowed down and accompanied by right-hand filigree figurations. Austin (1874-1947) was a self-taught English composer, and brother of the baritone and composer Frederick Austin - who is best known for his performing version of the Beggar's Opera. Ernest wrote orchestral works, many songs and some piano pieces. He seems best remembered for a 2 3/4 hour work for organ with narrator based on the 'Pilgrim's Progress'.
