Serious lapse in duty and security raises questions over MMC management

MAPUSA: In a shocking incident today at around 12:45 p.m., the Mapusa Municipal Council (MMC) office was found nearly empty, exposing a severe lapse in staff discipline and office security.

Eyewitnesses reported that sections on the ground floor were deserted, cupboards and record rooms were left wide open, and important files lay unattended — creating a situation ripe for tampering or misuse. The entry section had no staff present, and no Head Clerk or Section-in-Charge was available at the time.

Except for a handful of employees — including Manisha, Deepanand, three payment counter staff, and JE Sangeeta from the Engineering section — most of the permanent and contract staff were reportedly absent from duty.

Observers compared the current situation to previous administrations under leaders like Adv. Subhash Narvekar, Adv. Francis D’Souza, Armindo Braganza, Subhash Kalangutkar, and Micheal Carrasco, stating that never before has such disorder and negligence been witnessed in the Council’s functioning.

Citizens have urged that official meetings or greetings to the MLA be scheduled during lunch hours (1:15 p.m. to 2 p.m.) or after office hours (6 p.m.), so public services remain uninterrupted.

The incident has sparked outrage among locals, calling for immediate disciplinary action against those responsible for this irresponsible and shameful conduct within the civic body.
