It was possible to have 100% cooldown reduction in remnant 2 for a very short time. Truth be told 96-98% cooldown reduction was the play and there was only 1 use case for strong damage output. That being 1 use of miasma and then spamming eruption from ritualist. Outside of this CD reduction was relegated to utility in the form of party buffs and more practically using explorer's speed buff and swapping to treasure hunter to quickly find items you're missing or the newley added items from the DLC.
