Rockstar Games has introduced new community guidelines for GTA Online called "Be Sorry Be Nice". These guidelines are all about making the game more enjoyable for everyone. Here's what they mean in simple terms:
Fair Play.
Play the game fairly. Don't cheat or use tricks to gain an unfair advantage over others.
Respect.
Treat other players nicely. Help newcomers, work together on missions, and don't be noisy on the mic.
Safety
Keep the game safe. Don't do anything extreme or harmful, and if you see someone else doing it, report them.

Basically, Rockstar wants players to be kind and play fair, so everyone can have a good time in the game.
and if you broke those rules you might be banned, i don't know if that's permanent or temporary.
