820 3437 MacBook Air A1466 fan spins fast and dosen't turn on

MacBook Air A1466 (820-3437) came in as not tuning on and it turns out that there was water spilled on it and the board was water damaged.
So after chasing the problem it turns out that the U1950 was the most damaged chip and it had to be replaced.
