Royal icing is used to decorate cutout cookies, make decorations for cookies, oreos, rice krispies, cakes, and more! I provide some tips below but will create a video so y'all can see what I mean.

Ingredients:
1pk (2lbs) powder sugar (if using powder sugar from a big bag measure out 8 cups of sifted powder sugar)
8 tspn meringue powder
1/2 tspn cream of tartar
1 cup water

Directions:
1) Mix 1pk (2lbs) of powder sugar, 8 tspns of powder sugar and 1/2 tspn of cream of tartar on low for 30 sec to 1 min
2) Add 1 cup of water and mix on low until well incorporated
3) Turn mixer to high and mix until soft peaks form which us about 20-30 minutes (icing will be really watery at first but as it gets mixed it'll start to thicken, you want it thick)
4) Store in air tight container with cling wrap and lid over icing or put a wet dish towel over mixing bowl... never leave lid or dish towel off for too long or it will harden

TIP #1: To "fill" cookies you will use a flooding consistency, simply spray water into icing you will be using (small mixing bowl) until you reach a smooth consistency that runs off spoon when held up.

TIP #2: To use icing for leaves, flowers and other decorations, leave it thick

TIP#3: To use icing for writing you want it to be thick but not too thick, if it is too thick it is prong to flaking off (spray 2-3x with water)
