Wave 10 Devices could be worse. At least it is Giant. Also Wave 3 Collectors is the best wave to get Targets. Interestingly, in the next game I played I also got Targets on 3 and Devices on 10 (but also devices on 6).

For the build, I might take Radius at 4 if I were to respec. The reason I took the force evolution is to get 1600N, but that probably isn't necessary.
