Twenty six years ago, terrorists massacred dozens of Hindu villages of Prankote and Dhakkikote, not far from Shiv Khori where pilgrims to the Vaishno Devi shrine were attacked. The killings were part of a campaign of communal massacres, which undermined the National Democratic Alliance Government. Islamabad is signalling it’s willing to do it again—unless Prime Minister Narendra Modi’s government comes to the table to talk Kashmir.
