Salt and Pepper Shrimp

11/2 lbs whole shrimp
1 cup cornstarch
3 tbsp mirin
2 tbsp water
1 tbsp cooking oil
1/2 tsp garlic powder
1/4 tsp kosher salt
1/4 tsp black pepper

Salt & pepper seasoning-
1 tbsp sugar
1/2 tosp kosher salt
2 tsp black pepper
4-5 garlic cloves, finely minced
2 Jalapeños, sliced
