Guide to get Underlight Angler for Dracthyr (or anyone) WoW 10.0

It is possible to get the Underlight Angler for anyone, if you never bothered to get it, but specifically at the end are instructions on how to unlock the traits for Dracthyr. This is current as of Jan 2023. It took me 3 1/2 hours to do. On my main, it took me 5, so completion time can vary based on luck.

Here is the script, once you have some artifact power to spend on it:
/run for i,powerid in pairs(C_ArtifactUI.GetPowers()) do C_ArtifactUI.AddPower(powerid) end
