Then Batman's great 5. They have always been a nuisance.

#5 He has long antihero period in 00s like #9 when he was detective so in this strict ranking, place 5.
#4 In the 21th century he has become one of the worst enemies perhaps even the second worst after #1. so place 4.
#3 I would say he was the second worst enemy (after #1) from 70s to the beginning of 2000 until Hush took his place in Bat-rogues as former friend now enemy mastermind. Without this he would be second.
#2 Throughout the Bat-period 1939-2022 he has consistently been one of the most important enemies and the most prominent crime boss in Gotham and crimes against Gotham is crimes against Batman's true love, the City itself. I would say he deserves place 2.
#1 Hardly surprised anyone, especially if you have watched the reference videos.
