Doc Ock clearly has the most encounters with Spider-Man. The Green Goblin was "dead" for more than 20 years, during which time the number of different Goblins grew large until he returned in the 90s.

Doc Ock is leader of SInister Six.

Green Goblin killed Gwen but Doc Ock caused the death of George Stacy and took Peter's body for himself.

Doc Ock is much deeper character compared to the Green Goblin who is mostly just a murderous psychopath.
