Rellenos de Papa Recipe - Papas Rellenas - Puerto Rican Stuffed Potatoes

Rellenos de papa (also called papas rellenas) is a delicious Puerto Rican dish! It translates to stuffed potatoes. It is basicly balls of mashed potatoes with sauteed meat in the middle that are fried to perfection! :D Yummy!

Ingredients
2 -3 Tablespoons iodized salt for potato water
2 bay leaves for potato water
2 pounds russet potatoes
2 eggs
3 Tablespoons cornstarch
2 Tablespoons achiote oil
1 cup sofrito
1/2 teaspoon Kosher salt (over the sofrito)
2 Tablespoons tomato sauce
1 - 1 1 /2 pounds 90/10 ground beef (depending on how much you stuff them)
Kosher Salt
fresh black pepper
