On March 23, 2010, President Barack Obama signed into law The Patient Protection and Affordable Care Act (PPACA). It was soon amended by the Health Care and Education Reconciliation Act of 2010, and together these laws form the foundation of U.S. health care reform. The reform aimed to reduce the number of uninsured Americans by 32 million by 2016, with an estimated cost of $971 billion over ten years. This cost is expected to be covered by both individuals and businesses.

The Reconciliation Act also made revisions to PPACA, including limiting penalties for companies that do not provide health insurance. Additionally, it reformed student loan policies by ending subsidies to private banks and directing loan administration through the U.S. Department of Education, ultimately reducing fees for students.
