⛓️ Cases of torture are not new in #Azerbaijan. Yet, around 1.3million euros were invested by the Council of Europe to reform Azerbaijan’s penitentiary and judicial systems since 2014.

As we followed Abzas’ footsteps in documenting cases of torture, we gathered numerous testimonies corroborating reports of human rights violations, consistently denounced by institutional reports and human rights organisations. “electric shocks”, “slaps, punches, kicks” blows using a “truncheon, chair leg” or “a baseball bat”...

…the list goes on and on. Despite these funds, ill-treatment and other forms of torture are still happening in #Azerbaijani prisons. Some might even refer to torture practice as "endemic and resistant.” So where did these funds end up?

Workshops to “coach” #Azerbaijani prison guards, field trips to Spanish prisons, zoom meetings to discuss “organizational security”…

According to opposition figures, these programs seem to be a part of a larger smokescreen: “The system remains absolutely the same," said Arif Mammadov, the former #Azerbaijani ambassador to the Council of Europe.
