How realistic is changing Baltimore's culture of violence?

As Baltimore's homicide rate continues to hit unprecedented highs, the tragedy being seen on the city's streets has often by blamed on a "culture of violence."

In messaging that's been as constant as its been consistent, Baltimore's leaders have said the acceptance of illegally carried weapons and the use of them to settle scores on the streets is the main issue we're seeing drive violence.

"It's a deep rooted culture and until we change that culture we're going to have problems," Baltimore Police Commissioner Michael Harrison recently told FOX45 News. "We have to change that culture."

"This is something that Baltimore has been fighting since before I was alive," Mayor Brandon Scott recently said.
