Think tank: Proposed 2021 budget prioritizes programs pre-pandemic, does not focus on recovery plans

A local think thank believes the proposed 2021 budget isn't enough to help the Philippines recover from the impact of the COVID-19 pandemic. Zy-za Suzara, the executive director of the Institute for Leadership, Empowerment and Democracy (iLEAD), says next year's spending plan remains heavily focused on priorities that have nothing to do with battling COVID-19.
