The community of Linha Cristal, a small village in Serra Gaúcha, can no longer stand the sewage stench. Engaged resident Marina (Fernanda Torres) leads the committee, requesting R$ 8,000 from the city hall for a sewage pit construction, but turns out the government lacks the funds for such sanitation projects. They do, however, have R$ 10,000 available for a fiction film production.

Facing this, Marina and her husband Joaquim (Wagner Moura) decide to make a fiction film as a pretext to allocate the budget for the pit construction. The plan is simple yet creative: they use the cultural funds to meet the community's needs, and with the remainder, they shoot a low-cost film about a fictitious monster terrorizing the sewage works.

Marina writes a screenplay, Joaquim creates a costume, Silene (Camila Pitanga) agrees to act, and Fabrício (Bruno Garcia) has a camera. They later meet Zico (Lázaro Ramos), who can edit. Gradually, the filming involves all local residents, who learn about cinema in a very hands-on manner.

"Basic Sanitation, the Movie" reflects on the importance of art and culture as social transformation tools while subtly criticizing public policies and resource management. Unlike the fictional "The Sewer Monster," this film has an award-winning cast and crew.
