Due to the bugged New York map, especially the main missions, doing some of these objectives in the open world is another alternative.
Rikers also have quite a number of Throwers and normally the following objectives can be done the same time:
-Eliminate Rikers at mid-range with All-out Modifier
-Eliminate Throwers with long range using Cull of the Weak Modifier
