In the first paragraph Shelley describes how the west wind scatters the pestilence stricken leaves. In the second paragraph he descries how the west wind scatters the clouds in the sky. In the third para he descries how the west wind cleaves the sleeping Atlantic ocean he asks the west wind to propagate his message ,'If winter comes, can spring be far behind'.
