The Indian Police Act was enacted in 1861. The colonial system of policing established under the act has thus continued to remain in existence.

Police Reforms in India: Structural Flaws in Policing

- State and Central governments hardly allocate around 3% of their budgets for policing.

- State police forces have around 25% unfilled vacancies against the sanctioned strength.

- One of the lowest Police to Population Ratio in the world: 155.78 per lakh population

- The UN recommended standard is 222. Global Average is around 270 police per lakh population.

What is the Need for Police Reforms in India?

- To enhance the quality of the criminal justice system in the country
- To ensure professional independence for the force
- To enable the government to oversee the performance of the police
- To establish a transparent procedure for their appointment
- To reflect the democratic aspirations of the people
