Complete the first 3 chapters of the Campaign 'Secrets of the First Ones'
Research Sopranian Understanding at the cypher console in Exile's Hollow
Complete the quest chain starting at 'Finding Tahli' end with 'A New Architect'

the quest chain reward : free items to craft Deathrunner Mount / and now you have unlcoded the forge

to craft the Forged Spiteflyer / you need the following items /

01.Schematic: Forged Spiteflyer / from Protoform Schematic in Resonant Peaks
@ CORD : 53.33 25.68 (inside a hive)

accidentally picked it up while clicking to uncover a Pulp-Covered Relic treasure

02.Eternal Ragepearl (1 X) / drops mechanical elites or Lost Rubble

(tip) and possible to be in the Olea Cache/ sold by Olea Manu at Exile's Hollow
(you need to research Altonian Understanding and finish the quest line starting with Broken Circle to see this vendor there).

03.Vespoid Lattice (1 X) / drops off all Vespoid creatures in Zereth Mortis.
also it can be traded or bought of the auction house

04.Genesis Mote (400 X)
drops off creatures all over the Zereth Mortis

once you acquire all items / go back to : Protoform Synthesis Forge to craft the Mount
