Although the headrests on the Model 3 are fixed, it is possible to modify them to be more upright.

Edit: By making this modification, I am not implying that headrests (head restraints) are not an important safety feature - they are. For me (and my wife), this modification meets the NHTSA requirement for backset (which is 50mm) for our body size and posture.
