Temporary Block Working (TBW) can be implemented on Track Circuit Block (TCB) lines only - apart from single lines.

TBW can be introduced where 2 or more signals become defective. The section will begin at a working signal that is maintained at danger - the entrance signal, and end at a working signal - the exit signal.

A handsignaller will be positioned at both entrance and exit signals. These handsignallers will display a hand danger signal to approaching trains.

The entrance handsignaller will go through, and issue, a Temporary Block Working Ticket (RT3184) with the driver. The driver is to repeat this back to the handsignaller, challenge any inaccuracies, reah a clear understanding and keep this ticket with them in the driving cab.

Once the handsignaller has issued the ticket they will ask the signaller for permission to authorise the driver into the TBW section. The signaller will contact the exit handsignaller to ensure previous services have left the section complete with tail lights 200m beyond the exit signal, and handed in their ticket.

If this is confirmed, the signaller will then authorise the entrance handsignaller to allow the driver into the section. The handsignaller will remove their detonator and display a yellow hand signal to the driver.

The driver must inform the guard that TBW is in operation (where one is provided), and temporarily isolate TPWS. They must then proceed through the TBW section complying with the instructions on the RT3184. They must not exceed 50mph. If told they are the first train over the section, they will be informed not to exceed 15mph over any points - they must also check where possible these points are fitted correctly before passing over them. It is good practice to cross of signals once passed as this can aid locational awareness and ensure the driver does not miss the exit signal - which must be stopped at.

At the exit signal the driver must hand over the RT3184, inform the guard that TBW as ended and reinstate TPWS. They must also enter information in the repair book for seals to be replaced on the TPWS temporary isolation switch.

The exit handsignaller will contact the signaller to inform them that the service has arrived at the exit signal and has surrendered their RT3184. The signaller may then clear the signal. The driver should not proceed on this signal until they have been told to do so by the handsignaller. The hand signaller will remove their detonator and stand clear of the line. The driver can then follow the instructions from the handsignaller and proceed on the signal aspect being displayed.

Once the driver is 200m beyond the exit signal, the handsignaller will contact the signaller and inform them of this. They will replace their detonator and await the next train.

Drivers will NOT receive an RT3184 if they are to enter the TBW section to:
Assist a failed train
Evacuate passengers from a failed train
Remove a portion of divided train
Remove a train or vehicle that has proceeded without authority

Driver must proceed at caution if they are to enter the section to:
Examine the line
Assist a failed train
Evacuate passengers from a failed train
Remove a portion of divided train
Remove a train or vehicle that has proceeded without authority

If a train fails in the TBW section, and communication with the signaller can not be obtained, the driver (or guard if necessary) should carry out emergency protection in the rear of the line their train is standing. As any assistance is likely to come from the rear, assistance protection should also be placed in rear.
