Note: There has been a lot of discussion lately regarding ASP's use of the PIT / TVI Maneuver. Col. Mike Hager, Director of ASP and Secretary of the Department of Public Safety, said recently about these pursuit videos: "The only good thing I hope that comes from that is people know to not run from the state police." Perhaps the message is getting out. This driver fled from Sherwood and North Little Rock for several miles before stopping when ASP got involved.

Trooper's Report:

On 8/6/2023, I, Trooper Permenter, was actively patrolling in North Little Rock. The Troop A Dispatch advised that Sherwood
Police and North Little Rock Police were in pursuit of a Ford Transit van, AR LPN: 449WZY, and were asking for assistance
from the Arkansas State Police. The pursuit entered Interstate 40 West at North Hills.

I activated my emergency lights and siren and was able to become the primary unit of the pursuit at Interstate 40 West at
Crystal Hill. The vehicle was in the middle lane as I approached to conduct a tactical vehicle intervention. The driver
immediately applied the brakes and swerved to the number three lane. The driver slowed and drove onto the inside shoulder
before accelerating and violently swerving between all three lanes to prevent my unit from attempting a tactical vehicle
intervention. Near the exit to Interstate 430, the driver again abruptly applied the brakes and swerved onto the inside shoulder.

I angled my unit in front of the Transit Van and the driver stopped and exited with his hands raised. The Transit Van was not
placed in park and rolled down the grassy median, coming to rest on the inside shoulder of the eastbound lanes of Interstate
40. I gave commands for the driver to get on the ground and placed him into handcuffs without incident. The vehicle was
cleared by North Little Rock Police. The driver was identified as, Christopher Gilliam and taken into custody by Sherwood
Police. There were no injuries and no damage to any vehicles from the pursuit.
