How Corruption is KILLING Nepal's Agriculture

Each year, Nepal needs close to a million tons of Chemical Fertilizer for the agriculture season. Like many other things, Nepal does not produce Chemical Fertilizer. What we see is a case of extreme mismanagement and corruption where either farmer receive very less fertilizer or have to depend on illegally imported ones at a very high cost. But why is there such a big negligence in such a sensitive sector and what's the actual reason behind it?
