What's the story of the dismissal of the first minister during the reign of King Salman?

In 2007, Saudi Arabia announced the establishment of the National Housing Authority. The objectives were established on 4 pillars in the authority's system.
First, facilitating the citizen's access to housing.
Second, increasing homeownership.
Third, encouraging the participation of the private sector in supporting housing activities.
Fourth, increasing the supply of housing of all kinds.
what were the problems that the housing sector faced?
Four years have passed since the authority was launched, yet nothing has changed in the scene. Therefore, in 2011, the authority turned into the Ministry of Housing and 250 billion riyals were allocated to support its projects.
The Minister of Housing became the Chairman of the Board of Directors of the Real Estate Development Fund.
Despite having both influence and powers over the Ministry of Housing, the minister's leadership of the National Development Fund for mortgage lending has not yielded any results, even during a second four-year chance."
King Salman came to power reconfigured the cabinet and gave the minister a third chance. He was dismissed in less than two months.
