Trooper's Report:

On April 25, 2021, I, Corporal R. Youngblood (Crime Suppression Unit) responded to the area
near Northside Drive and Fair Street in Fulton County, Georgia. I responded to this location in
response to reports of several off-road vehicles illegally driving on the city streets. While in the area, I
observed a maroon in color ATV being operated by a black male, driving south on Northside Drive at
an excessive speed approaching my location.
As the ATV approached my location, I activated my emergency blue lights and siren on my marked
patrol vehicle. The driver, who was later identified as Mr. Darrell Sturkey, observed me and looked
directly at my patrol car, and came to a stop. After stopping, Sturkey made a U-turn and began to flee
northbound on Northside Drive initiating a vehicle pursuit. Sturkey briefly fled into a nearby park that I
could not access with my patrol car. A few moments later, Sturkey exited the park on the ATV, where he was intercepted by TFC Jang.
TFC Jang began to pursue Sturkey in the primary position as I pursued him in the secondary position.
As we were pursuing Sturkey we also had aviation support overhead following Sturkey as he fled.
Sturkey fled in a reckless manner southbound on Northside Drive weaving in and out of traffic at
excessive speeds beyond the posted speed limit of 35 miles per hour. As Sturkey approached the
intersection of Northside Drive and McDaniel Street, he failed to stop a red light. Sturkey continued to
flee southbound on Northside Drive. Sturkey ran another red light at the intersection of Northside Drive
and Metropolitan Avenue and continued to flee.
Sturkey continued to flee in a reckless manner and show no regard for the safety of the motoring
public. He eventually made a left turn onto Ralph David Abernathy Boulevard. Sturkey continued to
flee and made a right turn onto McDaniel Street. Once on McDaniel Street, he turned off the road into
a gravel lot. TFC Jang followed him into the lot and I stopped on McDaniel Steet. As Sturked
reentered McDaniel Street, he continued to flee and turned onto Bass Street. Once on Bass Street, I
was able to pull along the side of him. I utilized a channelization technique to end the pursuit.
At this time Sturkey abandoned the ATV and began to flee on foot. I began to give Sturkey verbal
commands while pointing my TASER at him. After a very brief foot pursuit, Sturkey gave up and went
to the ground. Once on the ground, TFC Jang and I were able to secure Sturkey in handcuffs. Once
he was secured in handcuffs, he advised us he had a gun in his pants pocket. This gun was removed
and collected as evidence. While dealing with Sturkey, he stated his wrist was sore because he had
previously broken it. I adjusted the handcuffs on him to the best of my ability to ensure his wrist did not
sustain any injury as a result of his pre-existing condition.
I completed some necessary paperwork on the scene and I transported Sturkey to Grady Memorial
Hospital to be evaluated since he said his wrist was sore. Sturkey advised the hospital staff that he
was not injured in the incident, but his wrist has been sore since he previously broke it. After he was
cleared by the medical staff, I transported him to the Fulton County Jail. Once at the jail, he was turned
over to the jail staff. I was able to obtain the appropriate warrants for his arrest.
Sturkey also had active warrants for his arrest through the DeKalb County Sheriff's Office and the City
of Atlanta Police Department.
